Date of Defense 2007-06-07 Availability unrestricted Abstract Why do power-sharing arrangements fail to promote long-term peace in some civil warsand not in others? Recent work on the subject has shown that power-sharing institutions do
increase the likelihood that peace will last; however, the bulk of the work does not explain the
conditions under which power-sharing agreements will fail. I argue that a critical factor in
determining peace stability is how military power-sharing agreements are applied in different
types of conflict. Military power-sharing should only alleviate security concerns in ethnic
conflicts and may actually deteriorate the peace in ideological conflicts.
