This paper examines the role of organized interest groups in the process known as upward vertical policy diffusion between the state and the national levels of government. Specifically, does policy vertically diffuse when state governments act in ways contrary to what interest groups want? Using an original data set from U.S. Congressional hearing testimony on Public Law 108-173, the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, I will be able to test the outcomes of states actions that run in opposition to the outcomes interest groups want and, further, whether interest groups take their case to the U.S. government.Files
